THE CITY COUNCIL OF MARZABOTTO

Recalled:
- Deliberation Council No. 59 of 8/7/2008 entitled: Approval of the draft Protocol between the Emilia Romagna, Bologna Province , Province of Modena, Town of Spilamberto, City of Marzabotto Dufenergy Italy and Spa for the development of electricity generation plants capability, which, after having acknowledged the substantive fairness of the planned construction of a central gas turbine blade to Reno in the property Burgo with their energy policies, regional and industrial development, undertook the government and, therefore, also the town of Marzabotto, "to activate the procedures authorization using all the tools to simplify in order to accelerate the conclusion of the proceedings, in compliance with existing rules;
- The Minutes of meeting 16 / 9 2008 on the "table of comparison with Italy Dufenergy", activated from the Emilia Romagna , Province of Bologna and the Municipality of Marzabotto for the territorial settlement proposed electricity generation plant by which states as follows:
a) The initiation of a voluntary environmental impact assessment, through the activation of a Service Conference;
b) The availability of Dufenergy, against the approval of projects, the total purchase Burgo from the property of the former, according to arrangements made between Burgo and Emilia Romagna and then to act upon, as required by the City of Marzabotto, the sale of any part of the former Burgo not engaged in energy project the City of Marzabotto, for the sum of € 3,000,000.00 (plus bank interest in reference to the time of acquisition) for the construction of the City Council of a new production area;

noted that:
- The EIA process enabled by the Service Conference has not yet come to the conclusion of their work;
- The previous municipal administration, despite its commitment, has never included funding of € 3,000,000, or in the 2009 budget, nor in the multi-annual budget 2009-2011;
held:
- The new City Council is required to issue guidelines on a matter of so great importance not only for the community of Marzabotto, but also for the entire Rhine Valley;
- The project of Dufenergy:
a) is born without discussion and sharing of third-Lama di Reno and surrounding areas;
b) does not solve the employment problem as a system employed would be a few units;

d) discriminate in an unacceptable manner the municipal budget;
e) the impact of the plant, given the area's topography, the worst environmental conditions with negative effects on public health;


MARZABOTTO OF THE CITY COUNCIL APPROVES THE FOLLOWING ADDRESSES:
- Dufenergy The project to build a combined cycle power plant at the site of the former mill Lama di Reno not falls within the municipal administration of this program, particularly in relation to the objectives of sustainable land management and development;
- is not the intention of this City Council allocated € 3,000,000.00 of its budget for the purchase of the remainder of the ex-Burgo, especially in the absence of an overall plan for conversion and recovery of the whole area;

THE CITY COUNCIL OF THE City Council MARZABOTTO COMMITS A:

- Develop a plan to redevelop the entire area, by comparison Burgo with the Property and public participation.
This project should have the following objectives:
a) restore the dignity Urban Lama di Reno;
b) remediate the site;
c) create new public spaces and new services to citizens;
d) creating a manufacturing hub compatible with the territory, able to generate stable and meaningful employment in conjunction with Wellness residential
e) creating a center of commerce, perhaps developing projects for the production of alternative energy;
f) assessing the opportunities / needs for new residences

- Involving all concerned bodies and institutions: State Emilia Romagna, Provincia di Bologna, University, etc ...
- Promote meetings with the Property Burgo, with associations category, with the 'local entrepreneurs and to verify the feasibility of the project.
- Involve the major public companies that operate on our territory.
